What is a Submittal Readiness Review?

A Submittal Readiness Review is Plumb's Tier 2: Tier 1 plus engineering readiness and submittal completeness against the applicable jurisdictional profile.

Plumb ReviewNov 3, 2026

A Submittal Readiness Review is Plumb's Tier 2 review. It includes Tier 1 plus engineering readiness and submittal completeness against the applicable jurisdictional profile: whether the package carries what a submittal reviewer, an engineer of record or a building department will expect to find, such as calculations, seals, product data, quality-control and special-inspection requirements, and the open items that would otherwise come back as an RFI.

The boundary matters. Tier 2 checks whether the information required for review is present and consistent. It does not perform the engineering review, judge whether a design is adequate or decide what a jurisdiction will accept. Anything that needs a code or engineering determination is isolated and flagged for the engineer or architect of record and the authority having jurisdiction.

The deliverable is the same as Tier 1: a marked-up PDF, an Excel comment log and an online viewer, every finding placed on the sheet it came from and marked PE-Review-Required or not.

How Plumb uses the term

Tier 2 is for permit-bound work, engineering submittals and anyone who reviews submittals for others. It is available on every plan, including Anytime Review, and the deliverable arrives within 24 hours. See /pricing and how it works.

Questions
01Does Tier 2 perform the engineering review?+
No. It checks whether the documentation a reviewer needs is present and consistent. The engineering review stays with the engineer of record.
02Which plans include Tier 2?+
Every plan, including Anytime Review. Tier 3 is the only tier that needs Shop or Studio.
03What is a jurisdictional profile?+
The submittal expectations that apply to where the work is permitted and who reviews it: the documentation, calculations, seals and inspection requirements a reviewer there will look for.

Plumb Review

The documentation review layer for design. Build with confidence.

Plumb provides a systematic documentation review. It is not engineering, not a code-compliance determination, and not a substitute for review by a licensed Professional Engineer, Engineer of Record, or Authority Having Jurisdiction. Findings marked PE-Review-Required must be reviewed by a licensed design professional before any corrective action. Submittal readiness review checks documentation completeness and consistency only; it does not determine or certify code compliance and is not a substitute for the Authority Having Jurisdiction or your Engineer or Architect of Record.
